<p class="has-medium-font-size">The Government has announced the closure of the Entrepreneur Work Visa and introduced a new Business Investor Visa to attract experienced investors who will help grow New Zealand’s economy by actively running businesses. We enclose details of the latest Government policy below.</p>



<p class="has-medium-font-size"><strong>About the Business Investor Visa</strong></p>



<p class="has-medium-font-size">The Business Investor Work Visa will open for applications in November 2025 and offer 2 investment options:</p>



<ul class="wp-block-list">
<li class="has-medium-font-size">NZD $1 million investment in an existing business, for a 3-year work-to-residence pathway</li>



<li class="has-medium-font-size">NZD $2 million investment in an existing business, for a 12-month fast-track to residence pathway</li>
</ul>



<p class="has-medium-font-size">Applicants can purchase a business outright on either visa pathway or acquire at least 25% of the business, provided they meet the minimum $1 million or $2 million investment thresholds.</p>



<p class="has-medium-font-size">Applicants may also include their partner and dependent children in their application. </p>



<p class="has-medium-font-size">Both options lead to eligibility to apply for the Business Investor Resident Visa.</p>



<p class="has-medium-font-size">A Business Investor Visa may be granted for up to 4 years.</p>



<p class="has-medium-font-size">The cost of the Business Investor Work Visa will be NZD $12,380. This includes the visa application fee and immigration levy. </p>



<p class="has-medium-font-size">The Business Investor Work Visa complements the Active Investor Plus Visa, which was refreshed in April 2025, and is part of a broader update to business immigration settings to attract investment, talent, and international connections.</p>

<p class="has-medium-font-size">Eligibility </p>



<p class="has-medium-font-size">To be eligible for the Business Investor work visa, applicants must:</p>



<ul class="wp-block-list has-medium-font-size">
<li class="has-medium-font-size">meet the minimum investment threshold</li>



<li class="has-medium-font-size">show they have at least NZD $500,000 to support themselves (and their family if they are including them in their application) while establishing their business</li>



<li class="has-medium-font-size">be aged 55 or younger when they apply</li>



<li class="has-medium-font-size">meet English language requirements (IELTS 5.0 or equivalent)</li>



<li class="has-medium-font-size">meet health and character requirements</li>



<li class="has-medium-font-size">meet business experience requirements</li>



<li class="has-medium-font-size">invest in a business that meets the financial threshold and employs at least 5 full-time equivalent staff.</li>
</ul>



<p class="has-medium-font-size">Business investment requirements</p>



<p class="has-medium-font-size">The following business types are not acceptable business investments under this visa:</p>



<ul class="wp-block-list">
<li class="has-medium-font-size">businesses involved in:
<ul class="wp-block-list">
<li class="has-medium-font-size">drop-shipping</li>



<li class="has-medium-font-size">gambling</li>



<li class="has-medium-font-size">the manufacturing of tobacco or other nicotine-based products, including vaping</li>



<li class="has-medium-font-size">adult entertainment</li>
</ul>
</li>



<li class="has-medium-font-size">convenience stores (for example, corner dairies)</li>



<li class="has-medium-font-size">businesses that offer immigration advisory services, or that were purchased from a Licensed Immigration Adviser (LIA), or where an LIA is materially involved</li>



<li class="has-medium-font-size">discount or value stores (for example, NZD $2 shops)</li>



<li class="has-medium-font-size">fast food outlets</li>



<li class="has-medium-font-size">franchised businesses</li>



<li class="has-medium-font-size">home-based businesses (businesses only operating from a residential address).</li>
</ul>



<p><strong>Entrepreneur Category closure</strong></p>



<p class="has-medium-font-size">The Entrepreneur Category is now closed to new applications for the Entrepreneur Work Visa.</p>

<h1>Partnership Visa NZ</h1>
<p>As you are aware, INZ is adjusting its immigration instructions on a regular basis. This blog is a list of the seven ways you can currently support family members while working in New Zealand on an AEWV. Family visas you may be eligible to support are as follows:</p>

<ul class="wp-block-list">
<li>a work visa for your partner</li>

<li>a visitor visa for your partner or your children</li>

<li>A student visa for your children.</li>
</ul>

<p>We encourage you to read the instructions below carefully. If you think they could apply to you, then feel free to make an appointment to discuss the matter with one of our advisers. Details of how to make an appointment are on our website.</p>

<p>Obtaining a partnership or child visa is conditional upon the AEWV holder meeting one of the seven pathways listed below.:</p>

<p><strong>If you earn at least NZD $50.34 an hour</strong></p>

<p>If you earn at least NZD $50.34 an hour (1.5 times the median wage), you can support:</p>

<ul class="wp-block-list">
<li>a Partner of a Worker Work Visa</li>

<li>a Partner of a Worker Visitor Visa</li>

<li>a Dependent Child Student Visa</li>

<li>a Child of Worker Visitor Visa.</li>
</ul>

<p><strong>If your job is ANZSCO skill level 1, 2 or 3</strong></p>

<p>If you earn at least NZD $26.85 an hour (80% of the median wage), you can support:</p>

<ul class="wp-block-list">
<li>a Partner of a Worker Work Visa</li>

<li>a Partner of a Worker Visitor Visa.</li>
</ul>

<p>If you earn less than NZD $26.85 an hour, you can only support a Partner of a Worker Visitor Visa.</p>

<p>If you earn at least NZD $55,844 a year, you can support:</p>

<ul class="wp-block-list">
<li>a Dependent Child Student Visa</li>

<li>a Child of Worker Visitor Visa.</li>
</ul>

<p>If you earn at least NZD $43,322.76 a year, you can support a Dependent Child Student Visa or a Child of Worker Visitor Visa if, on or before 9 March 2025:</p>

<ul class="wp-block-list">
<li>your dependent child had been approved for a visa, or had applied for a visa based on their relationship to you, and</li>

<li>you had an AEWV or had applied for an AEWV that was later approved.</li>
</ul>

<p><strong>If your job is recognised at ANZSCO skill level 3</strong></p>

<p>If your job is recognised at ANZSCO skill level 3 and you earn at least NZD $26.85 an hour (80% of the median wage), you can support:</p>

<ul class="wp-block-list">
<li>a Partner of a Worker Work Visa</li>

<li>a Partner of a Worker Visitor Visa.</li>
</ul>

<p>If you earn less than NZD $26.85 an hour, you can only support a Partner of a Worker Visitor Visa.</p>

<p>If you earn at least NZD $55,844 a year, you can support:</p>

<ul class="wp-block-list">
<li>a Dependent Child Student Visa</li>

<li>a Child of Worker Visitor Visa.</li>
</ul>

<p>If you earn at least NZD $43,322.76 a year, you can support a Dependent Child Student Visa or a Child of Worker Visitor Visa if, on or before 9 March 2025:</p>

<ul class="wp-block-list">
<li>your dependent child had been approved for a visa, or had applied for a visa based on their relationship to you, and</li>

<li>you had an AEWV or had applied for an AEWV that was later approved.</li>

<p><strong>If your job is on the list of approved transport jobs for the Transport Work to Residence Visa</strong></p>

<p>Check if you can support visas for your family while you gain work experience on an AEWV to be eligible for a Transport Work to Residence Visa.</p>

<p>Visas you can support</p>

<p>If you earn at least NZD $26.85 an hour, you can support:</p>

<ul class="wp-block-list">
<li>a Partner of a Worker Work Visa</li>

<li>a Partner of a Worker Visitor Visa.</li>
</ul>

<p>If you earn less than NZD $26.85 an hour, you can only support a Partner of a Worker Visitor Visa.</p>

<p>If you earn at least NZD $55,844 a year, you can support:</p>

<ul class="wp-block-list">
<li>a Dependent Child Student Visa</li>

<li>a Child of Worker Visitor Visa.</li>
</ul>

<p>If you earn at least NZD $43,322.76 a year, you can support a Dependent Child Student Visa or a Child of Worker Visitor Visa if on, or before 9 March 2025:</p>

<ul class="wp-block-list">
<li>your dependent child had been approved for a visa, or had applied for a visa based on their relationship to you, and</li>

<li>you had an AEWV or had applied for an AEWV that was later approved.</li>
</ul>

<p>You must also meet the job&#8217;s requirements for your visa, including any income requirements. You are not required to have completed 2 years of work experience in New Zealand to support a visa for your family.</p>

<p><a href="https://www.immigration.govt.nz/new-zealand-visas/preparing-a-visa-application/working-in-nz/qualifications-for-work/transport-work-to-residence-visa-work-requirements-and-roles">Transport Work to Residence jobs and work requirements</a></p>

<p>If your job was removed from the list of approved transport jobs</p>

<p>You can support a visa for your family, if your job:</p>

<ul class="wp-block-list">
<li>was included on the list of approved transport roles before 7 April 2024 and you meet the requirements to count work experience from the job</li>

<li>meets our &#8216;acceptable employment&#8217; requirements.</li>
</ul>

<p><a href="https://www.immigration.govt.nz/new-zealand-visas/preparing-a-visa-application/working-in-nz/qualifications-for-work/transport-work-to-residence-visa-work-requirements-and-roles">Transport Work to Residence jobs and work requirements</a></p>

<p>To meet our &#8216;acceptable employment&#8217; requirements, your job must:</p>

<ul class="wp-block-list">
<li>pay at least NZD $31.61 an hour</li>

<li>be with an accredited employer</li>

<li>be full-time (at least 30 hours each week)</li>

<li>be permanent, or a fixed-term job that will last at least 12 months from when you make your application, and</li>

<li>be a genuine job or job offer, for example you did not pay the employer to get the job offer.</li>
</ul>

<p><strong>If your job is on the list of approved care workforce jobs for the Care Workforce Work to Residence Visa</strong></p>

<p>Check if you can support visas for your family while you gain work experience on an AEWV to be eligible for a Care Workforce Work to Residence Visa.</p>

<p>If you earn at least NZD $26.85 an hour, you can support:</p>

<ul class="wp-block-list">
<li>a Partner of a Worker Work Visa</li>

<li>a Partner of a Worker Visitor Visa.</li>
</ul>

<p>If you earn less than NZD $26.85 an hour, you can only support a Partner of a Worker Visitor Visa.</p>

<p>If you earn at least NZD $55,844 a year, you can support:</p>

<li>a Partner of a Worker Visitor Visa</li>

<li>a Dependent Child Student Visa</li>

<li>a Child of Worker Visitor Visa.</li>
</ul>

<p><a href="https://www.immigration.govt.nz/new-zealand-visas/preparing-a-visa-application/working-in-nz/qualifications-for-work/green-list-occupations">Green list roles</a></p>

<p><strong>Example</strong></p>

<p>Yousuf holds an AEWV as a Slaughterer (ANZSCO skill level 4). He meets the Green List requirements for the Halal Slaughterer role and earns NZD$31.61 an hour. He can support his partner to apply for a Partner of a Worker Work Visa.</p>

<p><strong>If you supported a visa for your family between 26 June 2024 and 1 December 2024</strong></p>

<p><strong>If you supported a visa for your family on or before 26 June 2024</strong></p>

<p>If you have an ANZSCO skill level <strong>4 or 5 job</strong>, you <strong>must meet 1</strong> of these requirements above to support a visa for your partner or dependent children:</p>

<p>If you do not meet 1 of these requirements, you cannot support a visa for your partner or children. They may be able to apply for a visa in their own right.</p>

<h1 class="wp-block-heading">Active Investor Plus Visa 2025</h1>



<p>New Zealand is enhancing its investment landscape by updating the Active Investor Plus Visa, effective from 1 April 2025. These changes are designed to attract high-value investors by offering more appealing and flexible investment options.</p>



<ul class="wp-block-list">
<li><strong>Simplified Investment Categories</strong>: The visa now features two distinct categories:
<ul class="wp-block-list">
<li><strong>Growth Category</strong>: Requires a minimum investment of NZD $5 million.</li>



<li><strong>Balanced Category</strong>: Requires a minimum investment of NZD $10 million</li>
</ul>
</li>



<li><strong>Expanded Investment Opportunities</strong>: The scope of acceptable investments has been broadened to include bonds and property-type investments, providing investors with a wider array of options.</li>



<li><strong>Reduced Residency Requirements</strong>: Investors opting for more active investments will benefit from fewer immigration requirements, such as reduced time required to be spent in New Zealand.</li>



<li><strong>Accelerated Investment Timeline</strong>: Both categories must make all investments within six months of their approval in principle, with an option to apply for a six-month extension.</li>



<li><strong>Elimination of Language Barriers</strong>: The English language requirement has been removed, making the visa more accessible to a diverse range of investors.</li>
</ul>



<p>These enhancements reflect feedback from investors and industry stakeholders, aiming to simplify the investment process and incentivize active investment in New Zealand&#8217;s economy. By broadening investment options and reducing barriers, New Zealand is positioning itself as an attractive destination for global investors seeking stable and diverse opportunities.</p>



<p>Investors can apply for the updated visa using the existing online application form, which will be revised to incorporate these new changes. Further details are expected to be published in early March.</p>

<h1 class="wp-block-heading">Reforms to AEWV 2025</h1>



<p>The New Zealand Government has announced significant reforms to the Accredited Employer Work Visa (AEWV) to address skill shortages and streamline processes. These changes will be implemented in stages throughout 2025. Key updates include:</p>



<ul class="wp-block-list">
<li><strong>Removal of Median Wage Requirement (March 2025)</strong>: Employers will no longer need to meet a median wage threshold but must offer the market rate for positions.</li>



<li><strong>Reduced Experience Requirement (March 2025)</strong>: The required work experience for migrants will decrease from three years to two, ensuring sufficient skill levels while addressing key issues raised during consultation.</li>



<li><strong>New Seasonal Worker Pathways (November 2025)</strong>: Introduction of a three-year multi-entry visa for experienced seasonal workers and a seven-month single-entry visa for lesser-skilled workers</li>



<li><strong>Extended Visa Duration for Lower-Skilled Roles (March 2025)</strong>: Visa duration for ANZSCO Level 4 or 5 roles will increase to three years, aligning with the maximum continuous stay allowed.</li>



<li><strong>Amended Work and Income Engagement (March 2025)</strong>: Employers must declare that they have advertised ANZSCO skill level 4 or 5 jobs with Work and Income and interviewed suitable candidates, without a set 21-day engagement period.</li>



<li><strong>Enhanced Interim Visa Work Rights (April 2025)</strong>: Interim work rights will be extended to AEWV applicants transitioning from any work visa type or from a student visa that allows them to work during term time, supporting migrants to maintain employment while their visa is processed.</li>
</ul>

<p><strong>How to become an Accredited employer for a work visa</strong></p>

<p>Immigration has introduced a new approach to hiring migrant workers and simultaneously is encouraging businesses to hire/train New Zealanders. There are 3 steps to hiring a migrant on the Accredited Employer Work Visa (AEWV). These are&nbsp;– Employer Accreditation &gt; Job Check &gt; Migrant check. &nbsp;</p>



<p><strong>Getting accredited</strong>&nbsp;</p>



<p>You can apply for&nbsp;accreditation&nbsp;from 23 May 2022 and for a job check from 20 June 2022. This is a new type of&nbsp;accreditation. All employers must meet a minimum set of&nbsp;accreditation&nbsp;requirements, including:&nbsp;</p>



<ul class="wp-block-list"><li>being a viable and genuinely operating business&nbsp;</li><li>being compliant with employment, immigration, and business regulatory standards&nbsp;</li><li>completing activities to support the settlement of migrant employees.&nbsp;</li></ul>



<p>Employers will need to be accredited and depending on your organization structure it could be – Standard/High Volume/Franchise/Third-party accreditation.&nbsp;<br><br><br><strong>Passing the job check</strong>&nbsp;<br>Once you are accredited, you need to apply for a job check (on the Immigration New Zealand website) for each job you want to hire a migrant worker for. Multiple positions for the same job can be included in one job check if the job details are the same and are all covered by the same advertising (where required) and proposed employment agreement. The applicants must be paid more than the median wage ($27.76 an hour from 4 July 2022)&nbsp;<br><br><br><strong>Visa application</strong>&nbsp;<br>If the job passes the job check the migrant worker can apply for a visa from 04<sup>th</sup>&nbsp;July 2022. Immigration Department will check their suitability for the role, medical and character issues. All migrants would require an accredited employer work visa to work for an accredited employer.&nbsp;<br><br><br><strong>Estimated application processing timeframes are:</strong>&nbsp;</p>



<ul class="wp-block-list"><li>Standard and high-volume&nbsp;accreditation&nbsp;10 working days&nbsp;</li><li>Job check 10 working days&nbsp;</li><li>Accredited Employer Work Visa 20 working days.&nbsp;</li></ul>

<p>Working Holiday Schemes are reopening from Monday 14 March.  From Monday 14 March, employers across the country will have access to more workers and the tourism sector will benefit from more visitors with the Working Holiday Schemes (WHS) reopening. This is part of step 2 of the Government’s plan to reconnect New Zealand with the world.</p>



<p>Visa applications for all the schemes will reopen in stages, with all uncapped schemes, which account for around three quarters of all working holidaymakers, opening for applications at 10am on Monday 14 March (NZ time) and capped schemes being staggered after that.</p>



<p>All schemes will reopen by 13 September.</p>



<p>Approximately 19,500 people offshore who previously held a Working Holiday Visa but were unable to use it because of the border restrictions will be granted a new visa on 13 March. They will need to travel to New Zealand within the next six months (before 13 September 2022).</p>



<p>These people will receive an email saying they have been granted a new visa on 14 March.</p>

<h1>New 2021 Resident Visa</h1>
<p>The new 2021 Resident Visa has been announced.  Some work visa holders currently in New Zealand as well as some critical purpose visitor visa holders may be eligible to apply for residence under the new residence category – the 2021 Resident Visa.</p>

<p>On 30 September 2021, the Government announced a new one-off residence visa pathway for some temporary work visa holders currently in New Zealand. Some critical-purpose visa holders arriving in New Zealand between 30 September 2021 and 31 July 2022 on long-term visas may also be eligible for this new visa. Partners and dependents can be included as part of these residence applications.</p>
<p></p>
<p>Applications will be open in two phases from 1 December 2021 for some eligible applicants and from 1 March 2022 for remaining eligible applicants.</p>
<p></p>
<p>All applications must be submitted by 31 July 2022.</p>
<p></p>
<p>Eligibility</p>
<p></p>
<p>The eligibility criteria for the 2021 Resident Visa is designed to focus on people whose primary purpose for being in New Zealand is to work. This provides certainty to the majority of migrant workers and businesses, reflecting the migrants’ critical part in New Zealand’s economy.</p>
<p></p>
<p>Applicants must have met the criteria on 29 September 2021.</p>
<p></p>
<p>To be eligible you must:</p>
<p></p>
<ul class="wp-block-list">
<li>have been in New Zealand on 29 September 2021, and</li>
<li>be on an eligible visa or have applied for an eligible visa on or before 29 September 2021 that is later granted.</li>
</ul>
<p></p>
<p>You must also meet <strong>ONE</strong> of the three criteria:</p>
<p></p>
<ul class="wp-block-list">
<li>have lived in New Zealand for three or more years, OR</li>
<li>earn at or above the median wage ($27 per hour), OR</li>
<li>work in a role on a scarce list.</li>
</ul>
<p></p>
<p>If you meet the criteria for eligibility but are in Australia and have been unable to return to New Zealand by 29 September 2021, you may be considered eligible.</p>
<p></p>

<li>Essential Skills Work Visa</li>
<li>Religious Worker Work Visa</li>
<li>Talent (Arts, Culture, Sports) Work Visa</li>
<li>Long Term Skill Shortage List Work Visa</li>
<li>Silver Fern Practical Experience Work Visa</li>
<li>Trafficking Victim Work Visa</li>
<li>Migrant Exploitation Protection Work Visa</li>
<li>Skilled Migrant Category Job Search Work Visa</li>
<li>Victims of Family Violence Work Visa</li>
<li>South Island Contribution Work Visa</li>
<li>Work Visa granted under Section 61 (provided the applicant held another eligible visa type within 6 months before being granted a Section 61 visa)</li>
<li>Some Critical Purpose Visitor Visas (CPVV):
<ul>
<li>Critical health workers for longer term roles (6 months or longer), and</li>
</ul>
<ul>
<li>Other critical workers for long term roles (more than 6 months).</li>
</ul>
</li>
</ul>
<p></p>
<p>Short-term visa holders are not eligible, such as visitors, students, working holidaymakers, and seasonal workers like those on the Recognised Seasonal Employer Scheme or those who enter as short-term critical workers.</p>
<p></p>
<p>Partners and dependent children, including those currently outside New Zealand, can be included in residence applications.</p>
<p></p>
<p>All applicants must meet the health and character requirements for the 2021 Resident Visa. Overseas police certificates will not be required unless specifically requested by an Immigration Officer. Limited medical certificates and chest x-ray certificates may be required for some people. Immigration New Zealand may request further information as part of the application process.</p>

									<p>The Government is increasing the duration of some Essential Skills visas and streamlining the application process to provide more certainty to employers and visa holders while COVID border restrictions remain in place.</p><p>These instructions are effective on and after 19 July 2021.</p><blockquote><p>Increase the maximum duration of Essential Skills visas for employment paid below the median wage from 12 months to two years</p><p>Remove the requirement to provide a police certificate or medical certificate with an Essential Skills visa application, if one has been provided previously</p><p>Remove the labour market test requirement and not require an employment agreement to be provided for applicants who meet the streamlined criteria</p></blockquote><p>The streamlined criteria applies if an applicant is remaining in their current, full-time employment and they hold one of the following visas:</p><ul style="margin-left: 60px;"><li>a work visa of any type (including a Working Holiday visa), or</li><li>a student visa with conditions allowing unlimited work rights (see U13.15.15), or</li><li>a Critical Purpose visitor visa either granted as a critical health worker, or granted for more than six months as an ‘other critical worker’ (including those coming in under a class exception).</li></ul><p>Extending Essential Skills visas to last two years means the new Accredited Employer Work Visa, which was due to come into effect on 1 November, will be delayed until the middle of next year.
